I seem to recall that "Quick Reply" is for short replies. The other "Reply" function is for longer replies. The "Quick Reply" seems to time out on longer replies.
Now as to your streaming video from your still camera, I can't help you there. Maybe someone else will see this and come to your rescue./DesktopModules/NTForums/themes/mls/emoticons/laugh.gif
