Shad or someone ...is this for a IMG? or ??  Put cursor over the ico and it show that it can be stretched out all four ways??

An anchor is used to allow the user to jump to different places in a page.  For example, the jump to bottom and jump to top links on the forum pages are anchors.  It's not something you would use.
