Though I think both the driver and the guy could have seen the train coming if they had been looking...

I'm guessing two things here, (1) the guy on the ground does not have x-ray vision...but maybe he is a super hero of some sort; (2) the Almighty was not ready for him yet...

The train was backing up. I think the fellow what got run over was supposed to be guarding the crossing for the backing move the train was doing.

I can't tell if he directed the truck to proceed, but the truck slowed before entering the road on the other side of the tracks and that left the trailer on the tracks. (Actually I don't think he had time even if he had not slowed down!) It doesn't look to me that he radio'd the Engineer to stop, but I think the train was moving much too fast for a backing move in a grade crossing area.
