Back in the day, they had kerosene lamps that would light up pretty good. That’s how they also signaled the locomotive.

if you get really creative, putting in a small desk for the conductor or someone to be working at would justify the lighting in the baggage area.. (I was talking with a rivet counter the other day ha ha!)
