Hi Darrene, Sorry I was so slow getting this posted. The short answer is the truck is screwed on to a pivot of the proper length before installing the middle axle. Here are some photos of the live steam Boggie that I built.

This is the bottom of the footplate showing the rear truck pivot. It is threaded to receive the screw that attaches the truck.

This the rear frame with the rear truck pivot.

This the polystyrene rear truck kit that I used originally. Due to the weight of the brass live steam model this truck eventually fell apart. I now have bronze castings to make a new one but have not taken the time to do the machining. I hope this helps you.
