Should this coal tender run independent of a locomotive, or must it be attached? Put it on my track and nothing. Any help will be appreciated. Thanks.

Does not look like it has a switch or control connection to a locomotive.
Has it been modified?

Trainli has a user instruction for a very similar tender
It tells you to make sure the tender and locomotive run the same speed.
This is achieved by disconnecting the two and running them a distance apart from each other.
So you dont need it connected to a locomotive back when it was new.
But someone might have changed things

The 69172 is motorized and has no control switches. It should run as soon as you supply power to it. Rear light only works when reversed. Some models have digital capability via LGB's MTS board and here are 4 switches inside that disconnect track power from the motor and electronics. If not new in original box then the bottom part number may be wrong due to a motor block swap!!

Thanks to everyone for your help. I purchased this “new”, came with a broken rear coupler and had the speaker removed! Needless to say it has been returned.

I would call that unit used as it had a missing part and a broken part.
