Are the PC boards in the trucks need for the engine to run or can i take them out by splicing the red to red wire and black to black.They are just there for noise supression?I run on normal DC

I am not sure what they do however, I took one out for a batt and airwire install and when i tested it with straight batt it started smoking. Needless to say I put it back. My conversion works fine with it in.

Yes the circuit boards are for noise suppression. They must come out, or be modified by clipping out the capacitors, or be bypassed if you intend to use DCC. Yes you can do the splicing that you described ...but why bother?  If you are running straight DC then they are of no consequence.
