Is it normal for a Bachmann Connie to slow down a little on a 20 foot diameter curve? (ie: require more throttle to maintain speed)

I am running with an Airwire receiver and Milwaukee 18 volt lithium ion battery. I have no grade to 1/2 percent grade on the curves. The slowing is most noticable at low throttle settings and less so at higher speeds. I notice it when pulling only the battery car.
