All,

Did the D&RGW C-16 tenders have wooden frames with steel plating over the top for the tender subframe or was it all steel?

I have an Accucraft C-16 # 278 and detailing for a more prototypical look.

Timber chassis with timber tender deck and steel welded and riveted tender shell for Bee #268, 1949.

Check Tim Mulina's book for details. Probably a good thing your engine has no tender, the Acc modern tender was way off for Both #268 and #278!..kinda hybrid for both, #268 styling and #278's size.
