First saw it on MTV sometime in the late 80's.. The Lenningrad Cowboys were a fictional band, they had a movie, similar to Spinal Tap or the Rutles.. (never saw their movie..only that video..im a huge Spinal Tap and Rutles fan however!)
and yes, that is the actual Russian "Red Army Choir"! 
That video is from around 1987-1989.. I was a teenager then, I want my MTV!
