How can I "glue" wheels to bushings?

I have been trying to figure out a way to secure my wheels to the insulated bushings on Aristo-Craft and USA metal wheelsets.  I have found that most of these wheelsets are gauged to narrow, and when I go to adjust them, some of them separate from the insulated bushing between the wheel and the axle.  I have quite a few of these now and I would prefer to gauge them and keep them secure, rather than continue to purchase new sets.  Has anybody run into similar problems and if so, how were they solved?

I made one of these which helps move the insolator with the wheel
 
Get one of these.  I think it is a  4 inch clamp from Ace or  True value hardware.
 
The clamp has to be long enough  for the wheels to fit between the threaded shaft and the notch.
 
Make sure there is a hole in the piece at the end of the treaded piced
 
 
 
Then Notch the end like this.  I did it with a cutter on a Dremel Tool   Note the hole in the piece on the end of the  threaded shaft.
 
 
This is how you bring the wheels closer together
 
 
 
 
This is how you move them apart.
 
Move the side with the insolator bushing.
 
it moves the easiest

And then there is also this way to do the re gauging using a Harbor freight 1 ton press that are cheap to buy.
 
 
 
 
 
once they are gauged then you can add some CC cement to the back side or epoxy.   Later RJD

Thank you for the suggestions. I will try the CC (which I am assuming is "super glue") between the wheel and the bushing.

Hopefully this picture will come through to show what I have when the wheel separates from the bushing.
I do appreciate the answers.
I can't seem to get the picture to come through showing the axle with one wheel on the axle and the other wheel completely separated from the axle and bushing, how can I insert a picture?

In my experience, you have to work fast depending on what type of super glue you use. I use loctite. It will often say how many seconds you have :-)
